Of Counsel

Andrew brings a deep maritime pedigree to his legal practice, founded in years of service as a licensed merchant mariner prior to entering the legal profession. After graduating from Maine Maritime Academy, he sailed as a deck officer in the U.S. Merchant Marine and ultimately obtained a Master’s License of Any Gross Tonnage Upon Oceans. His firsthand operational experience at sea informs a practical, industry-focused approach to maritime legal matters.
Following his maritime career, Andrew earned his law degree and passed the bar examination. He was selected as a Dean John A. Knauss Marine Policy Fellow and served in Washington, D.C., working with the United States Senate on marine and ocean policy. He subsequently held senior government affairs positions representing the U.S.-flag maritime industry, advising on regulatory, legislative, and policy issues affecting domestic and international shipping.
Andrew received his Juris Doctor, cum laude, from the University of Maine School of Law. During law school, he was awarded the Pro Bono Publico Award and recognized for Outstanding Scholastic Achievement in International and Oceans Law.
Andrew is admitted to practice law in Maine and New Hampshire, as well as before the United States District Courts for the Districts of Maine and New Hampshire. His practice includes criminal defense, maritime matters, and government affairs. He is a member of the Maritime Law Association, the Maine State Bar Association, the New Hampshire Bar Association, the York County Bar Association, and the Propeller Club of Portsmouth, New Hampshire.
In addition to his legal practice, Andrew serves as President of the Maine Maritime Academy Alumni Association, is appointed by the Governor of New Hampshire as a permanent member of the Commercial Fisheries Revolving Loan Fund Committee and serves on the Board of Directors of Bedrock Gardens.
